I think what usually happens is that an article will spell out the words the
first time with the initials, then use the initials if the organizations are
refered to subsequently.

I have a quick question in regards to my article. I wanted to knw if I should
spell out what R F B and D and the NLS. Should I use the initials or spell out
the words. It is an article for a blind magazine. Just a question.
