Hi, Jim First, the name is spelled like the fish--s t u r g e o n. Second, I checked, on amazon, the table of contents of all 11 volumes of his Collected Works and did not find that story. However, I did find the title listed on Amazon and also a book entitled The Case and the Dreamer and Other Stories. One customer review of The Case and the Dreamer said it had that story, If All Men Were Brothers, and a third story the title of which was not given.
