Not all roads on public land are meant to be open at all times. And it's my
understanding that roads for timber access on BLM/USFS are built and paid for
by timber companies in the sale. Maintenance does cost the public, so roads are
closed if the expense to maintain is higher than the benefit. Timber access is
a public benefit but the roads are a byproduct and not meant to widely used. I
believe easements can come with restrictions on use.
