Hi Chris

You already have a sound recording program I would guess? if yes, then you're one step ahead.
Basically, what you need are the audio files, a bit of web space to upload them to, a blog or a journal to post to, and an rss feed to the journal. the rss feed is what makes podcasting possible. How I do it is I upload my audio files to my website, and then I post an entry to my live journal, http://www.livejournal.com, and then another service I signed up with, called Feedburner
http://www.feedburner.com, looks at the rss feed for my journal, sees that there's something new there and then sends the file out as a podcast. There are others who do it different ways, so there's no right or wrong way to do it, you just have to keep track of the right addresses and make sure the right one goes into the right place. I'm sure others will expand on this more.
