Winpatrol is a program I often use which detects changes to your system and alerts you to those changes, giving you a chance to accept or reject those changes. It allows you to inspect and delete cookies, startup items as well as disabling and enabling system services. Admittedly, you can mess up your computer if you're not careful but it's a decent package. A free version exists but the paid version gives you access to an online database, giving you info on items running on your system that you might want more info about. It's around 98% accessible and the program's author was interested in my suggestions for some accessibility improvements which I feel the program needed. Anyway, Winpatrol is on sale for 40% off this weekend for $17.97.
