In this release of FOIA no use of the BTBL was mentioned and no use of
alternate formatted materials was mentioned at all.
Moreover, the point wasn't to informe blind persons of the Flint Water crisis,
but rather of resources and how to get them and moreover, that goes to all the
folks in this county!

I am responding to your recent request on behalf of the Department of
Licensing and Regulatory Affairs (LARA) and the Bureau of Services for Blind
Persons (BSBP). In our effort to address both your document requests and
questions posed in prior communications, both the Bureau and our Freedom of
Information Act office (LARA FOIA) have responded to you. In several
communications we have informed you of the following:
. BSBP, using confidential data on current BSBP clients, has contacted
those clients living in the Flint Water Crisis zone multiple times over a 2
month time period. BSBP has provided accessible information to the clients.
. BSBP is part of the Governor's effort to provide information to the
clients in the Flint Water Crisis zone. Our efforts include providing
accessible information including Braille to the Genesee County District
Library, the Independent Living Center and the Disability Network.
. BSBP, utilizing the Genesee County District Library patron list,
attempted to contact the 117 patrons who are classified as "blind".
Incidentally, all of those individuals who were reached (88) indicated they
were aware of the Flint Water Crisis. The remaining 29 Genesee County District
Library patrons had either moved or were deceased.

. You have previously made reference to the BSBP or Braille and
Talking Book Library database. Information from BSBP's database is confidential
and cannot be released without a written waiver from any specific client. LARA
FOIA has identified the appropriate exemption and informed you of your remedial
rights in regards to this denial.
. Finally Mr. Harcz, if you have not been personally contacted, it is
because of one or more of the following circumstances: 1) you are not a BSBP
client; 2) you are not on the patron list for the Genesee County District
Library; and/or 3) you do not live in the Flint Water Crisis Zone (your
documentation indicates you live in Mt. Morris).
We are satisfied that the prior communications have addressed your questions
and your document requests. This matter will now be closed, and we thank you
for the opportunity to be of service to you.
