Yes, moving the page number to the top of the page creates a header at the
top of the page and causes the Stripper to ignore the chapter heading, which
prevents the heading from being stripped.

When scanning a book for submission, I remove the headers, preserving the
page numbers. When a book has the page number at the bottom of the page when
a new chapter is started on that page, I have made sure that there is a
blank line before and after the page number. Is there any reason to think it
would be better if that number were placed at the top of the page instead,
then leaving a couple of blank lines before the chapter name?
