I standardize them all one or the other, preferably top for me, since they can 
be double read and as a listener, Nichole finds that distracting.  I don't 
think 
there is a fixed policy on it, though ...

I guess my question wasn't clear.
I know we can have page numbers  anywhere on a page,  top or bottom, rght or 
left , but  not both on the same page. My question is can they be in different 
places on different pages?Or do they have to be consistent?
