It sounds to me as if what you're doing is fine. The
only thing I do differently is leave a line space
between the page break and the page number and
thenanother line space after the page number before
the text. I, too, move the page number at the
beginning of the chapter from the bottom of the page
to the top if all the other page numbers are at the
top, and I put one there if there isn't any, which
also happens.
