In Outlook 2003, it's under the Mail Format tab under options.

BTW, Bookshare has books on Outlook from O'Reilly.  The Personal Trainer for
Outlook 2003 has a section on signatures, in case you're interested.  I
expect the Outlook 2000 in a Nutshell does as well, but didn't look.
