This keeps coming up. They are quotation marks. They are British style quotation marks. They are single quotation marks. In America the style is to use double quotation marks as the upper level quotation marks. If there is a quotation within a quotation single quotation marks are used and if there is a quotation within that quotation the double quotation marks are reverted to and this keeps alternating from one level to another . In Britain it is exactly the opposite with single quotation marks used as the upper level quotation marks and the double quotation marks used for internal quotations and alternating down the levels of quotations. Leave them. You will notice that British spelling is also used. Leave that too and when the book is uploaded be sure to indicate that it is in British English.
