Roman numerals are not always in caps. For example, they are not in caps when they are on preliminary pages of books. The first two books I checked right here in front of me both have lower case Roman numerals on their preliminary pages.

Sue is right. Roman numerals are always in caps. That's one of the ways you know they're Roman Numerals.
