[bksvol-discuss] Procedure for facilitating an electronic submission provided by the author/publisher

Greetings;
I am new to volunteering. I have been a bookshare user for years and as a Blind 
person I find the service to be wonderful at providing options and availability 
for reading a wider selection of books.
I recently experienced a situation in which I was able to secure permission 
from an author and publisher to obtain a copy of a book to be submitted in 
electronic form.
I explained the service that bookshare offers and overcame any 
concerns/questions that the author had.
Yet my enquiries to Bookshare pertaining to a procedure for completing this 
process seem to be either ignored (I have sent multiple emails and voicemails 
that go un answered), or when I talk to a Bookshare representative on the phone 
I am given a noncommittal/non-interested response.
Why would this be?
Why is scanning the only option if a proofed electronic copy can be obtained?
