Roger,
A blank line is needed before the page number or the page number won't
be on its own line; it would be either a part of the preceding line or
part of the page break line (if it's at the top).
 If one hits return after the page number, that creates a blank line
so another after the page number is not needed; at least I think
that's the explanation; hth
