I don’t know anything about a rule change. I do know that’s it’s always been
possible to share pictures on BirdKY the way Sunil did - by posting them on
eBird and adding a link of your eBird observation to your BirdKY report. I’m
going to hazard a guess that that continues to be the preferred way to share
pictures.
