To the "how" question, the answer varies, as each compiler owns the date
setting responsibility for his or her CBC.
Some are held on a certain date every year, or rather, "the first Saturday
of the count period" or some such criterion. Others have a traditional
date, such as December 26 every year. Some, based on the work schedules of
their participants, must schedule their CBCs on weekends, while others have
the flexibility to schedule a weekday CBC. Further, there are others who
have a solid core of participants who wait until the best weather
conditions are predicted, to maximize the species- and individual-count
results of their efforts. Finally, some CBCs that are placed near other
CBCs coordinate to open both CBCs to both sets of participants, rather than
conduct them on the same date, leaving people to have to choose one over
the other.

I ask because: I've wanted to participate every year, but the counts near
me seem to always fall on a weekday, and it's really hard for me to get off
work then.
(I understand that no one date will work for everyone, but wanted to cast
my small vote for a weekend, in case that influences anything!)
