The collective for wagtails, which pipits are directly related, is a "volery".
It could be used for pipit species as well.
I like an indecision as a group name for them however. :)

I thought that our Pipits were mostly gone but, a short bit ago, I watched at
least 40 of them swirling over the grain fields, south east of the house. They
are nearly impossible to count, because it’s usually just a swirling mass of
birds, flying with their uniquely indecisive and tentative flight. It appears
that nobody has any idea where they’re going! They seemed especially confused,
this morning.
My references don’t give me one of those nonsensical terms to describe a flock
of Pipits (like a “murder” of crows, or a “conspiracy” of ravens), so I’ve
decided that a flock of Pipits should be an Indecision of Pipits. It makes
sense to me.
