I think that the World Wildlife Fund Australia got this idea from the "Lights Out" project from a teen member of the IDA to illustrate that the Milky Way could be seen from the city if the lights were turned off for a short while. The "Lights Out" project in Australia was a huge success, last year I think it was. The World Wildlife Fund Australia turned it into a way to illustrate you could save on energy. Well, the IDA has been saying all along you could do that. Brighter lights increase glare, and the criminal can't be seen in the glare caused by bad bright lights. Smarter outdoor lighting saves energy. I realize that it would be impossible to turn off street lights at night. They don't have switches on them. They are hard wired with light sensors that turn them on when it gets dark. Oh well... Rick R.
