Irfanview is free image viewing software that also has basic editing
functions. To avoid pixel interpolation losses when you reduce the image
size, use 50% or 25% of the original size. You can save an image at, say,
1200x800 pixels at high JPEG quality, and the file size will come in at well
under 1 megabyte.
