Here's what I found on the KOFA web page http://www.fws.gov/southwest/refuges/arizona/kofa/ "Camping is permitted. Visitors may select their own campsites; however, applicable state law prohibits camping within 1/4 mile of water holes. Vehicles must remain within 100 feet of designated roads. " Such restrictions are becoming more and more common with the travel management plans, so do your research before you set out to new (and existing) observing sites.
