It's an extra way to distinguish between different heading levels:
BIG TEXT starting at page margin
Medium-sized text starting at page margin
Medium-sized text starting at text column
smaller text starting at text column
... and so on
3 cm might be too much. It depends on the type of material, the width of
the 'page', whether you use the outdent area for callouts and icons, and so
on.
