I haven't come across usages like "minimum 2 to 5 years experience" before. I would guess that it's a compromise: one person wanted to say "minimum 5 years experience" and another wanted to say "minimum 2 years experience". (Seems almost a lost cause for those of us who argue for an apostrophe in the "years". Would they say "1 years experience"? But that's a different battle.) I wonder how they'd react if you said that your minimum rate was "$90 to $150 per hour". Would they assume you'd turn down $160?
