atw: HAT with a Twist

Austechies,
My new manager, having had real problems with Word (as we all have had at
one stage or another), wants a HAT that:
- doesn't have too steep a learning curve
- produces ~.pdf files (something better than cheap and nasty)
- generates HTML
- generates Java Help 2
- works with Oracle Help, and
- has no dependency on Word.
Anyone have any suggestions or recommendations?
