Here's what you do.
Go to the voiceover utility by pressing Control-Option-f8.
Tab one time to the table of categories and press the letter a to select
activities.

Press Tab to find the checkbox that says "hotspots" and press spacebar to check
it.
Tab to select apps, press spacebar to open the popup menu Press the letter A
for Audacity and then press space to select it and close the menu.
Press command-W to close the voiceover utility.
To create the hot spot do the following.
When in audacity press command-F6 to move to the selection scroll area or use
the voiceover curser to find it. It is to the right of the panel That shows the
tracks.
If necessary Interact with it.
Place the voiceover curser on the item that you want to be able to read say,
selection start.
Press Control-option-Shift-and a number from one to 0. Do not use the numpad
use the number row on the top of the keyboard below the function keys.
When a number is pressed say, number 1 it will say "saved as hotspot 1".
The hotspot can be read by pressing Control-Option-command-number where number
is the one that was selected when creating the hotspot.
To move the voiceover curser to a hotspot it's Control-option-number where
number is the one that was assigned to the hotspot.
HotSpots can also watch for changes and voice them. To do this it's
Control-Option-Command-Shift-number where number is the one assigned to the
hotspot when it was created.
Have a great day.
