I can certainly see that potential in the presence of reactive metals and
similar reactive compounds of low electronegativity but for "oxygen" inertness,
I would have thought that more fluorine concentration is your friend?

Not so fast. Although some fluoropolymer based compounds offer very good
performance under cryogenic conditions, they can contain up to 60% or more
of fluorine by weight. Regardless of how tightly it's tied up in terms of
equilibrium, if it decides to leap to freedom, it can be quite spectacular and
energetic, hence its use as a binder in HEs and other energetic materials.
There
have been many industrial accidents in this regard. I have a couple of patents
on energetic materials that incorporate forms of it and have also worked with
it in cryogenic composites. The SpaceX surprise is just another example of
"what could possibly happen" and fluorine based materials are no exception or
reason to be complacent.
