If that is a limitation of the launch vehicle, it seems to be of limited
utility. :/
That is correct, though note that is a "technology demonstrator"
launch. It's only intended to fly once to show off some of the
techniques in building a tiny orbital launch vehicle. There is no
intention for this to be an operational launch vehicle.
The upper stage is solid, and I didn't see anything about a motor
cutoff system, so the actual orbit it reaches is uncertain. You could
imagine adding a more precise orbital injection system (IMU-informed
motor cutoff) to the last stage and making a more useful system. But
that's not what this flight is about.
