US Code Title 18 Part 1 Chapter 40 Section 841

"igniter" as an explosive, regardless of whether it explodes or contains
explosive components. As such, BATFE regulates igniters. The US code does
not define an igniter. This is why things that start rocket motors are
often not called igniters. Note that giving your rocket-motor-starter some
name other than igniter is not a get-out-of-jail-free card. But it lets
BATFE ignore you if they choose.

Worth noting: I'm not a lawyer, but Aerotech motors do not come with an
igniter (which is a regulated item). If you check their web page you'll
find that they sell initiators. Apogee sells motor starters. Estes sells
engine starters. It would appear that, legally speaking, there's a lot in
a name...

I'm a little confused. Every time I receive an Aerotech or Cesaroni motor
for hobby use in High Power, it contains an igniter and sometimes Black
Powder for ejection charges. Is there some kind of exemption?
The reason I ask it that my university will want to know about the
legality of this. I don't want to go through the hassle of a professor
getting a Federal Explosives License from the ATF. (The university may just
say no at that point)
Another concern is the transport of rocket motor components. Is there
anything I should be aware of there?
