[argyllcms] precompiled binaries cannot deal with tiff

Precompiled 1.1.1 binaries cannot deal with some tiffs, I suspect it is due
compression. The problem lives both on Linux and Windows.
Here is a sample file:

scanin fails with the message:
A200.tif: Deflate compression support is not configured.
About to write diag file
scanin: Error - Scanin failed with code 0x10000001, scanrd: read_line()
returned error
