Any idea what's going on?

Not really, but I'd suggest plugging the DTP94 in and using
device manager to completely uninstall any driver that grabs it,
and then un-plug and re-plug it to make sure there is now no
associated driver, and then follow the Win8/10 instructions
on how to install the driver.
