The FWA content information that Argyll gives that is something like
FWA content = 1.313800

How is this interpreted?

Any way you like really !

This specific paper for example is one of the papers that has the highest amount FWA that I have found.

But what is this number? is it the extra in the Blue in the B channel that needs to be compensated down? or what is it?

It's in internal variable. It seemed useful in monitoring
what the FWA compensation thinks is going on.

It is the (estimated) integrated energy of the fluorescent whitener
per unit UV stimulus, so it is roughly proportional to how much
FWA is in the paper.
