permission to disseminate his paper as well, prior to the call in program on
the 12th of April 2005.

Like a good urban person, I read it on my subway trip home. (How many of you gasoholics can read a high quality paper on your trip home??)
The paper gives food for thought, but I do not see a lot of value in a moratorium.
We will see what discussion the call-in program will bring.
