Hooping devices are used to at least semi-accurately place a design on 
shirts or jacket backs and the like. Search the web for  Hoopmaster and 
All-In-One Hooper for examples.

I picked up a set of Fast Frames for the odd shaped things. However, with 
your smaller hoop (the 12 cm size) you should be able to hoop Christmas 
stockings and the bookmarks (cloth, right?). You might look into some 
adhesive spray like Gungold KK100 or the adhesive backing for those items 
that don't quite fit in the hoops.
