Hi Bryan.
The program is called SkypeTalking and it interfaces with both Skype and
a supported screen reader or SAPI5 to provide speech/Braille output to
various events happening on Skype, as well as providing enhanced
accessibility to the program itself. You can get it from
http://skypetalking.googlecode.com.
