There is a free service from bt which does this. the only provlem with it
is that it is an operator controlled service, so that you will have to call
bt to get it removed if you wish to call a premium rate number. There is a
call barring service, which can be rented, which you can setup to work just
like the free one, but this can be switched off by yourself if needed.
this paid for service can also be useful to block calls to mobiles,
international calls etc.
