this is a slightly muddy and confusing term for sure but the 3 most 
important things that determine the kind of tasks a computer can carry out I 
would say are the processor, including whether it has 1 2 or even 4 cores as 
well as it's clock speed is important.  The amount of RAM is important too. 
also the nature of the graphics card is important if you want to be doing 
visually intensive tasks such as playing games or editing 3d images.  For 
screenreader users I would say that RAM is probably the most important issue 
as your speech software is not massively processor hungry and any modern 
processor should work fine.  ram is important though and for a Vista 
machine, 1 GB should be the absolute minimum.

If you want to use Speech recognition software such as Dragon Naturally 
Speaking, I would go for a Pentium 4 procesor or better.  A modern core 2 
Duo procewsor wwith a speed of 2 GHZ or more is best.  Don't consider less 
than 2 GB RAM.

A desk  computer is said to  be more "powerful"  than a laptop
but in what way?
