You can pick up a pay as you go preloaded dongle with
internet allowance
from most of the major networks. Three do some of these
packages, so you
can pop in to a store and buy one outright with no fuss.

I will be in the uk in the summer, I need to be able to
access the internet when I am there with my netbook, where
is the best place to get a temporary internet package such
