[access-uk] booting up PC problem

Hi All, I have a friend that has a problem with the PC, I wonder if anyone could help please. Yesterday the computer was reformatted the person that done this looks like they have made boot up in safe mode, is there anyway that a totally blind person can get this back so it will boot up properly?
