As I understand it on PAYG 3UK will charge 15 pence connection fee and 15
pence per minute for 08 numbers.

If I were you, I'd just stick to using the US number which is probably
cheaper these days for most people. 0871 would have been charged at around
£0.10 per minute which probably wasn't very popular or used by many UK
customers.
