I've been through the same thing as you only a couple of days ago.  I think
it took me the best part of three hours to locate the file. Here it is for

Hi All

I've downloaded the RSS Reader mentioned by Sunil but when I try to install
it I'm told I need Microsoft .NET Framework 1.1, I only have 1.0 so I tried
to update my version. I keep running round in circles and the Microsoft site
tells me my system is fully up to date. I'm obviously doing something wrong
but can't work out what so could someone please tell me what I need to do to
move forward.
