Go to Control Panel, and select Regional and Language
Options.

Navigate to the "Language" tab, and click on the Details
button.  You should then be able to see the keyboards which
have been installed.  Assuming the US keyboard is listed,
highlight it, and click on the Delete button.

You will likely get a message come up which says that the
keyboard is in use, and will be deleted when you restart
your system.

Restart the system.

The keyboard is set to English united kingdom. And I did
what you suggested, 
and it is still the same.
