If it's a CD-ROM then surely you can't write data to them? Hence this message?

When I put a blank cd or dvd in the rom drive, the computer doesn't recognize that the drive is present and the following message appears, "D drive not accessible, incorrect function.". However, when I put a cd or dvd in the drive with data on them it shows up in the pop up window that allows you to explore your files on the disk. I can do a copy cd to cd but not from the cd to the computer or the other way. Anyone have any suggestions on what my pc rom drive problem is and whether it can be fixed?
