The issue is that some people (including RNIB) are campaigning for the mobility allowance higher rate, for those that are *only* blind visually impaired. It's this campaign that is flawed, and needs to be binned. It creates the impression that if one is *only* blind, one can't get out and about easily, unless one uses a taxi. There is *always* the option for mobility training.
