Although theoretically a phone company can disable features via branding
(VOIP is an example I know of) I don't think branding would stop you
sending email on a PAYG SIM.  What happens though is that they choose to
disable data traffic quite often, we've had this sort of question come
up in relation to GPS data, email is similar in terms of traffic.

Mobile companies don't tend to restrict browsing traffic, partly because
they have ways of driving customer towards their own online stores from
which they can make additional revenue.  Pure data is another thing
though and is a more expensive resource.
