Hi Barry,

Basically it's a simple as this.

For domestic transactions, they charge you 3.4%, they charge
you 3.9% of the transaction value.

For most International charges, they charge you 3.9% of the
transaction value.

As for Exchange Rates between say Dollars are Pounds, this
is a moveable feats, and depends on the exchange rate on the
day of the transaction.   No bank, however large or small,
will give you a fixed rate for any unspecified transaction.

Best you can do is work to the tourist exchange rate on the
day.  It will be a close as you can get.
