[access-uk] IE ON NEW LAPTOP

Hi, buying a new laptop for my brother.  It looks as though it may come with
IE9 preloaded, and I wonder if it's likely to have an option to uninstall
that and load IE8.  Thoughts very much welcome.  Thanks.
