The operational states of most computers fall into the following categories: On = full power drain, normal operation. Sleep = machine under power, but components running on reduced power, state still retained in memory, fast wake up. Hibernate = machines almost if not completely powered down, memory and state suspended to hard disk, moderately quick wake up. Shut down = no power draw, no hibernation file suspended to disk, will require normal full boot maximum time penalty. More modern PCs (in about the last two years) are far better at coming in and out of reduced power statess although where you do get problems it is due to a bad driver, and sometimes an update will resolve these kinds of problems.
