[access-uk] Goldwave and the Lame encoder

I want to reinstall Goldwave, and have the lame.dll encoder file as a
separate file. Goldwave needs this file in order to save in mp3 format, so
before I install Goldwave, how do I get the Lame.dll so that Goldwave will
see it when installing?
