I believe that audio description capable equipment carries a mark on its 
packaging to indicate that it is capable of receiving this.  You might want to 
ring Toshiba's helpline, else go in to the audio language options as you 
mentioned to see if audio description is a selectable option.

receiving audio description where available?

   

  It has a built-in Freeview tuner.  There is an option in the language setup 
menu for preferred audio language, but I'm not sure if this refers to AD or not.

   

  I've had a look on Google and the Toshiba website to no avail.
