Unfortunately, you can't change this. I've noticed that sometimes the length of 
time that it skips varies.
The only other thing you could try is, instead of flicking up and down with one 
finger, double tap and hold to move the slider; more annoying I know, but in 
some programs accurate positioning is very helpful.
