Indeed there are many variations, but partially sighted tells you more than
legally blind does.  that would be totally confusing to a fully sighted
person whereas he or she would realise that a partially sighted person has
some degree of sight, but not full sight.  Not perfect I know, but better
than nothing.

Not sure what all this has to do with access technology though.

True David, but there are many degrees of partial sight but not a lot of
blindness.  With blindness one can see light or perhaps nothing at all.  Now
partial sight is a mindfield.
